Market & Feasibility Advisors (M&FA) from Chicago, IL conducted a comprehensive analysis and feasibility study for a Performing Arts Center facility in the Town of North Beach.  M&FA submitted their Final Report to the town and it can be found here.

The Town of North Beach is seeking a consulting firm to conduct a comprehensive market analysis and feasibility study for a Performing Arts Center Facility in the Town.  
The goal is to take a subject of substantial community interest and determine financial and market feasibility and components to be located on a site pre-selected by the Town. The study seeks to:
a.      Completion of a comprehensive market and financial plan for a new PAC
b.      Recommendation for a PAC facility development program
c.      Analysis of the preferred location for the PAC, including parking
d.      Identification of the specific potential locational synergies to other performance art venues or other types of facilities within the region of Southern Maryland, Prince George’s, and Anne Arundel Counties.
e.      Identification of other uses within the PAC that would complement that PAC’s primary role in the community and increase annual revenues
f.      Estimation of the probable capital and development costs for a new PAC
g.      Assessment of the potential impact of the new facility on the local economy
h.      Projection of annual revenue and operational costs for the proposed PAC
i.      A massing study of a building that accommodates the development program

In the fall of 2012, the North Beach Performing Arts Center (NBPAC) steering committee developed and approved a business plan and legal incorporation documents for a non profit foundation for the NBPAC. The Foundation will be responsible for operating the theater. A package was submitted to the IRS, which then approved the non profit status for the Foundation in March. The non profit status allows for tax deductible donations to be made to the Foundation.

Over the past few months, the University of Maryland School of Architecture students have developed innovative concepts for the NBPAC. The steering committee for the NBPAC wanted the students to think “out of the box,” so no restrictions were put on the designs as to site, cost, or size. As a result, none of the design entries are the final design for the NBPAC, but the design ideas will be provided to an architectural firm. Awards for the winning designs were awarded at a meeting at Town Hall in June. The designs developed by the students can be found here.

The steering committee continues to meet to work on next steps for the NBPAC. The final site needs to be determined; it will be selected from several sites that have a bay view, since this will draw more visitors. Financing arrangements to design and construct the NBPAC facility need to be decided. Once financing is in place, an architectural firm needs to be solicited.
