Infrastructure Stimulus Package

INFRASTRUCTURE PROJECTS FOR THE TOWN OF NORTH BEACH, MARYLAND

Background:  The Town of North Beach Maryland is located on the Western Shore of Chesapeake Bay, 30 minutes south of Annapolis and 45 minutes east of the District of Columbia.  The Town has a population of 1,880 and a median family income of $51,042.  The majority of the Town’s population consists of blue-collar workers, those particularly hard hit by the current recession.  U.S. Census reports the unemployment of town residents is approximately 3.9%.  If given the opportunity we can assist the Obama Administration and State of Maryland in igniting the economy with ‘shovel ready’ infrastructure projects that are ready to start.  We have provided a brief description of the three projects that will employ local skilled craftsmen, and give a boost to the economy.  The projects are as follows:

  • North Beach Town Hall. The design for the New Town Hall building is completed and construction can begin as soon as January 2009 providing there is immediate funding.  The projected cost of the project is $2.1 million. There is a green building design to the structure and by placing the emphasis on employing local trades we hope to expand their knowledge in the green building techniques and hopefully promote this type of building in their future trade practices.  This project will generate jobs for a variety of tradespeople for the estimated construction period of twelve months.  The Town goal is employment opportunities for area residents, green building education and the creation of a municipal center for future generations.  
  • PHASE III  5th Street Sewer Replacement.  This project includes Phase III - V of a multiphase project to repair an aging sewer system that was installed in the early fifties.  Phase III is to replace an existing main sewer line that runs adjacent to the Chesapeake Bay. The cost for Phase III is estimated at $120,000.  The project design is completed and construction can begin immediately pending funding.  Phases IV and V are the replacement of existing lines to reduce infiltration of storm water which overloads the pump stations and the Waste Water Treatment Plant.  Phases IV and V would cost $1.1 million and be completed over the next 24 months.  Phases III, IV and V are ready to begin immediately and if continued sequentially would be completed over the next 28 months thus providing long-term employment opportunities for area residents and contractors. The replacement of this system would reduce the detrimental impact this constant overflow has on the Chesapeake Bay and the environment.  As a waterfront community the situations resulting from such spills place further burden on our one and only industry, tourism.  
  • Boardwalk Replacement Project.  The Town of North Beach has completed design and bid specs for the replacement of an aging boardwalk that extends the length of our waterfront.  The boardwalk is a large asset to the community and plays a major role in our tourism.  The estimated cost of replacement is $350,000 and construction is expected to last 4 to 5 months.  The jobs created by this particular type of infrastructure project would benefit a large majority of the currently unemployed.
